BSP Circular No. 1165, s.2023 caps interest and finance charges on all credit card transactions at 36% a year. The Monetary Board approved it in Resolution No. 55 on 13 January 2023. It applies to banks and to non-bank card issuers alike. The BSP reviews the caps every six months.
"Banks shall impose an interest or finance charge on all credit card transactions not to exceed an annual interest rate of thirty-six (36%) except credit card installment loans which shall be subject to monthly add-on rate not exceeding one (1) percent: Provided, That in the case of credit card cash advances, aside from the foregoing applicable maximum interest rate caps, no other charge or fee shall be imposed or collected apart from the processing fee in the maximum amount of Php200.00 per transaction."

139 of the 141 cards with a published rate charge the full 3%. The ones that charge less: BPI Free+ Card (2.5%, depositors only), PNB Ze-Lo Mastercard (2.5%). The interest calculator shows what a carried balance, an instalment or a cash advance costs.

Card fees and interest do not lower the tax on a salary: Section 34 of the Tax Code allows no deductions against compensation income. A self-employed cardholder who takes the 40% optional standard deduction gets it in place of itemized expenses, so card charges do not reduce tax there either.
On cost, the PNB Ze-Lo Mastercard from PNB: first of 127 cards open to the public on a ₱20,000 balance paid off in 3 months plus a year of fees, at ₱1,008. If you pay in full every month, pick a card with no annual fee whose rewards match your spending (14 cards open to the public have none). If you might carry a balance, pick on the interest rate first: the PNB Ze-Lo Mastercard charges 2.5% a month against 3% on most cards.
Going by the income each bank states, the PNB Ze-Lo Mastercard (PNB) asks for the least: ₱120,000 a year. 30 cards open to the public ask for ₱360,000 a year or less. With no income proof, a secured card backed by your own deposit is the usual route: BDO Secured Credit Card, UnionBank Rewards Secured Credit Card. Approval also depends on your documents and credit record.
Pick a card whose income rule you meet, then apply on the bank's website or app, or at a branch, with a government ID and proof of income (payslips or a certificate of employment if employed; an income tax return if self-employed). Each bank page here has that bank's own steps, documents, application status tracker and hotline.
14 cards open to the public have no annual fee, with no conditions or only a monthly-use condition. The no annual fee list separates them from cards that charge a membership fee or need a deposit balance.
36% a year, which is 3% a month, under BSP Circular No. 1165, s.2023. Instalment plans are capped at a 1% monthly add-on rate, and a cash advance can carry a processing fee of at most ₱200, with no other fee. 139 of the 141 cards with a published rate charge the full cap.
BDO offers 22 cards with yearly fees of ₱1,200 to ₱5,500; BPI offers 9 with fees of ₱0 to ₱5,500. On a ₱20,000 balance over 3 months plus a year of fees, the cheapest BDO card is the BDO HOPE Mastercard and the cheapest BPI card is the BPI Edge Card. Pick the bank where you already bank, then the card whose income rule and rewards fit.
A debit card spends money already in your bank account. A credit card spends the bank's money up to a limit, which you repay by the due date; whatever you leave unpaid is charged interest of up to 3% a month, and most credit cards carry an annual fee.
Banks set the limit when they approve you, based on your income and credit record, and none of the banks here prints a limit-by-salary table. What a salary decides up front is which cards you can apply for: ₱20,000 a month is ₱240,000 a year, so look for cards with a stated minimum at or below that.
