Do travel credit cards charge a foreign transaction fee?

Yes. Philippine banks add a charge on purchases in foreign currency on top of the network conversion, from about 1% to over 3% on the cards here. The foreign fee column shows each card's.

Can I deduct credit card fees and interest from my taxes?

Not against a salary: Section 34 of the Tax Code allows no deductions against compensation income. A self-employed person who elects the 40% optional standard deduction takes it in place of itemized expenses, so card charges do not reduce tax there either.
