Before you sign
- Check whether the SEC ceiling applies. The cap on interest and fees covers unsecured loans up to ₱10,000 and 120 days. Loans above that size or term fall outside it, so compare the total cost yourself.
- Match the lender. Check that the company name and Certificate of Authority number in your loan papers match the ones above and on the SEC list.
- Read the Disclosure Statement. It shows the cash you will receive, every fee and your monthly amortization before you sign.
Before you accept any of these loans
- Get the Disclosure Statement first. Under RA 3765, the Truth in Lending Act, Sec. 4, it must show the total amount to be financed; the finance charge in pesos and centavos; the finance charge as a simple annual rate on the unpaid balance. Interest and every processing or service fee count in the finance charge. If one is missing, the lender owes you ₱100 or twice the finance charge, up to ₱2,000, claimable within one year (Sec. 6(a)).
- Know the late-payment cap. On loans up to ₱10,000 and four months, the penalty is capped at 5% a month on the amount due, and interest, fees and penalties together cannot pass the amount you borrowed (SEC MC No. 14 s.2025, Sec. 3, effective Apr 1, 2026).
- Report a charge above the cap to the SEC on hotline 14732 or the SEC iMessage portal.
If your app is not on any list here, search the SEC list of recorded lending apps or the list of apps the SEC has named as illegal. Of the 110 Google Play and App Store listings the SEC printed in its advisories, 110 now show no app, and 17 of the 34 websites it named still load. The SEC named 28 apps in more than one document, some under a new name, so match the company and Certificate of Authority number, not the app name.
