How to choose

A company may sell only the plan types on its licence, so start there:

Then check the trust fund. Your future benefits are paid from it. At Dec 31, 2025 the trust funds of Sun Life Financial Plans were below the reserves the company must hold for its plans; every other company in the figures showed a surplus. Ask how the gap will be covered before you buy from it.

Ayala Plans, CityPlans collected no premiums in 2025, so confirm they are selling new plans before you sign.

Next step

  1. Ask the company for the plan contract. Use its website or hotline in the table where it publishes one, or its branch.
  2. Check the seller. Pre-need sales counselors need their own licence from the regulator (Pre-Need Code sec. 20); ask to see it. The agent check covers insurance agents only.
  3. Pay the company and keep the official receipt. The contract should name the licensed company and its licence number.

Your rights as a planholder

  • If you miss an instalment: you have a grace period of at least 60 days, then at least 2 years to reinstate the plan before it can be cancelled.Pre-Need Code sec. 23
  • If you want out: you can end the plan at any time in writing and receive the termination value printed in your contract.Pre-Need Code sec. 24
  • If the company fails: the plan's trust fund is for planholders only and cannot be used to pay the company's other creditors.Pre-Need Code sec. 30
  • If the seller is not licensed: sales counselors need their own IC licence, and selling a pre-need plan without registration is punished by one year in prison and a fine of three times the contract price.Pre-Need Code sec. 20, 54(a)

Tax on pre-need plans
