PhilCare is the brand of PhilhealthCare, Inc., an HMO (health maintenance organization).
Licensed. Certificate of Authority no. HMO-2026-14-R.IC HMO list dated Aug 31, 2026. Its 2025 revenue of ₱10.4 billion was the 5th highest of 27 HMOs in IC statistics. Of every peso of revenue in 2025 it paid 75 centavos in members' health care and claims (₱7,779.1 million ÷ ₱10.4 billion, IC HMO statistics).
Filing a claim with PhilCare
- Claim refused or unpaid: the Insurance Commission regulates PhilCare and sets the rules for adjudicating HMO claims, so the complaint goes to the IC.EO 192 sec. 4(a)
- If the HMO fails: the IC can appoint a conservator, receiver or liquidator to protect members.EO 192 sec. 4(e), 4(i)
Complaints
- Write to PhilCare first. Put the policy or plan number, what happened and what you want in one letter or email, and keep proof of the date.
- Then go to the Insurance Commission. The IC takes requests for assistance on claims and complaints through its public assistance forms, by email to publicassistance@insurance.gov.ph or by phone on (02) 8523-8461 local 103 or 127.
- Report anyone selling without a licence to the IC Regulation, Enforcement and Prosecution Division, repd@insurance.gov.ph.

- Not an insurer: life insurance comes from a company on the life list, under a different licence.
How tax applies to the plan
- Premiums you pay: employees on pure compensation income cannot deduct HMO or health insurance premiums. Since TRAIN, Sec. 34 allows them no deductions, and the old ₱2,400 health premium deduction is gone. Self-employed people and businesses work under the business-expense rules instead. - Worked example: an employee on salary only pays ₱15,000 a year for a family HMO plan. Deduction allowed on the income tax return: ₱0, so taxable income stays the same (Sec. 34 as amended by TRAIN).
Before you sign or pay
- Match the company and number. Your contract should name PhilhealthCare, Inc., not only the PhilCare brand, and the licence number shown at the top of this page.
- Ask for the seller's IC licence. Ask which HMO they represent and confirm it with PhilCare.
- Pay PhilhealthCare, not a person. Keep the official receipts issued in PhilhealthCare's name.

Is PhilCare legit?
Yes. PhilhealthCare, Inc. is licensed by the Insurance Commission (licence HMO-2026-14-R). A genuine contract names PhilhealthCare, Inc. and that number.
