Is Binance legal in the Philippines?

No. Binance is not licensed to serve Philippine users: it is not on the BSP's list of licensed virtual asset service providers, and the SEC named it in an advisory posted 28 November 2023.The SEC says Binance is not registered as a corporation in the Philippines. The advisory applies the Securities Regulation Code (RA 8799), which bars selling or offering securities to the public without SEC registration. Read the SEC advisory

Latest, as of 2 October 2026: Binance is not open to Philippine users yet. On 29 May 2026 the SEC approved BlockShoals Technologies, a Philippine company in its sandbox, to test crypto services with Binance as its global partner. On 11 June 2026 the SEC said the first 90 days are technical set-up only, not public onboarding or trading, and that public onboarding needs further SEC approval. Moving crypto from Binance to a licensed provider

On 23 April 2024 the SEC urged Binance users to close their positions and move their crypto to their own wallets or to a provider registered in the Philippines. SEC press release

Is Binance back in the Philippines?

Not for the public yet. Binance is the global partner of BlockShoals Technologies in the SEC sandbox, and any public onboarding needs further SEC approval, per the SEC on 11 June 2026.

Can I still withdraw from Binance in the Philippines?

In November 2023 the SEC said the block would take effect within about three months, so Filipinos could close their positions and take out their investments. On 23 April 2024 it urged Binance users to close their positions right away and move their crypto to their own wallets or to a provider registered in the Philippines. (Source: SEC press release.)

Is the Binance app available in the Philippines?
